WASHINGTON (AP) — A rare coalition of tea party conservatives and liberal Democrats in the House have secured votes on amendments to a big defense bill. The amendments seek to limit secret U.S. surveillance programs and require congressional approval of any administration plan to help Syrian rebels. Debate begins today on the nearly $600 billion defense spending bill.
