Tacloban, Philippines (AP) - there are concerns that parts of the Philippines devastated by a typhoon are descending into chaos. Security forces exchanged gunfire today with an armed gang and eight people were killed when mobs overran a rice warehouse, setting off a wall collapse. Five days after the typhoon, international aid is still coming in slowly. U.N. staffers say a lack of trucks and closed roads will make it tough to distribute the aid that does arrive.
