No Idaho Mental Health Facility

BOISE, Idaho (AP) — Idaho Department of Correction Director Brent Reinke is withdrawing plans to build a prison for inmates with mental health and substance abuse problems -- a facility Gov. C.L. "Butch" Otter proposed in his State of the State speech last month. Otter says he still thinks a secure mental health facility is needed, but he must consider "limited resources" and the changing behavioral health environment.
