North Korea Cops To Nuclear Test

UNDATED (AP) — North Korea says it's tested a smaller nuclear bomb and it's causing big ripples around the world. The test is seen as a crucial step toward Pyongyang's goal of building a bomb small enough to be fitted on a missile capable of striking the United States. The U.N. Security Council holds an emergency meeting today.
